I had like a MILLION plans for this picture...I started it like 5 months ago...but I never really figured out what to do with it...til now 
I know it has it's flaws...but I really liked the outcome!
Quick recap of how I made this:
Obviously start off with all ur stock pictures...I used Boston and New York city buildings...crazy huh?
I just cut out and blended in parts of both pictures that I thought mixed in very well. The sky color is pretty much untampered with, so I just made sure i changed the color balance and adjusted the city to the colors.
As for the tornado...copy the sky layer, and use the smudge tool to shape it, color it anyway u want.
That's pretty much it
